The biggest market for casino gaming is New Jersey. NJ online casinos are prevalent in the state because of the favorable regulatory structure and the fact that New Jerseyans love to gamble. Other states may have a larger population, but New Jersey residents have loved their mobile casino apps since they were legalized in 2013. Because of this, 27 mobile casino operators are licensed to operate in the state, which is more than any other state.

Pennsylvania

Neighboring Pennsylvania has many mobile casino options and is the biggest state with legal online casino gaming. There are 15 retail casinos in the state, according to gamingcontrolboard.pa.gov, but the first one only opened up in 2004, so the state does not have a long history of casino gaming. The legislature decided to include online casino gaming when it legalized sports betting in 2019, which has brought in billions of dollars in tax revenues to pay for important government programs. 

Most of the brands available in NJ are also available in PA, including FanDuel Casino, Tropicana Casino, Golden Nugget Casino, Hollywood Casino (headquartered in PA), Betway Casino, betPARX Casino (headquartered in PA), Mohegan Sun Online Casino, and more. Similar to NJ, Pennsylvania has also legalized online poker, which is available on BetMGM Poker, PokerStars, WSOP, and a few others. Pennsylvania is definitely one of the most online gambling-friendly states in the country.

Michigan

The third state on our list is Michigan, another large state with a sizable online gaming market. Similar to Pennsylvania, the state legislature legalized poker, online casino gaming, and sports betting at the same time, and the first mobile bets were accepted in early 2021. Since then mobile gaming has been a huge success in the state, bringing in truckloads of revenue for both state and tribal government programs. 

Unlike most other states, tribes in MI can partner with casinos and sportsbooks to offer mobile wagering. This has resulted in a few Michigan-only mobile casino options, including PlayEagle Casino, FireKeepers Casino, Four Winds Casino, and PlayGunLake Casino. The other mobile casinos in MI are familiar names, such as FanDuel Casino, Caesars Palace Online Casino, WynnBET Casino, Fanatics Casino, and more.

West Virginia

West Virginia is wild and wonderful for outdoor enthusiasts and gamblers alike. The state went all-in on mobile gaming, legalizing both casino gaming and sports betting. The state is full of passionate sports fans and those who enjoy a visit to one of the state’s casinos, so it makes sense that the legislature would give the people what they want. West Virginia obviously doesn’t have a huge population, but it does have a mature mobile betting market, with 10 of the biggest mobile casino brands available in the state through partnerships with the state’s five retail casinos. 

Connecticut

Connecticut is home to two of the biggest retail casinos in the country, so the state is no stranger to gambling. However, those two casinos are owned by tribes, both of which were perfectly content to stick with retail gambling only and forgo the potential revenue of mobile gaming.

After seeing all three of its neighboring states legalize mobile sports betting, legislative leaders in CT negotiated with the tribes to legalize both mobile sports betting and mobile casino gaming. In a unique twist, only three mobile sportsbooks are licensed to operate in the state. The two tribes each gained a license, but importantly for the state, the Connecticut Lottery also has a mobile betting license.

In another twist, the state lottery has partnered with Fanatics Sportsbook but does not offer mobile casino wagering at this time. The only mobile casino options available in the state are FanDuel Casino (Mohegan Tribe) and DraftKings Casino (Mashantucket Pequot Tribe). We are hopeful that additional mobile casinos will open up in the near future, but for now the two biggest online casinos are available for bettors in CT, which isn’t a bad thing at all.

Rhode Island

The good news is that mobile casino gaming is available in Rhode Island. The bad news is that Bally Casino is the only available option. This is because, like many states, the state lottery has a monopoly on casino gaming, and it decided to exclusively partner with Bally’s and allow it to open two retail locations in the state. Bally Casino is a decent mobile option, but the lack of competition is a bummer for fans of casino gaming in the state. 

Delaware

Last but not least, Delaware is the seventh state that offers mobile casino gaming. Delaware was actually the first state to legalize mobile casino gaming when it did so in 2012. The state has three retail casinos that are licensed by the state lottery, so the mobile betting options are limited. All three casinos have a different branded app, but they are each powered by Bally’s so the available slot and table game titles are similar. It’s better than nothing, but anyone wanting a wider variety of games has to head to Pennsylvania or New Jersey. 

States Potentially Legalizing Mobile Gaming in 2025

Rhode Island was the most recent state to legalize mobile gaming, coming online in March 2024. Since then no states have given any indication that they plan to open up their virtual borders to mobile casino apps. 

The closest we have seen to any movement toward legalization is in Illinois, where a pair of state legislators have introduced legislation to legalize mobile casino gaming. We do expect the topic to be addressed during the 2025 Illinois legislative session, and it’s about a 50/50 chance that the effort will succeed, but other than that it’s been crickets nationwide. 

Conclusion

Online casino gaming is thriving in the US…where it is legal. Unfortunately, right now that is only in seven states. This is surprising to many industry observers who were certain that the allure of tax revenue from casino gaming receipts would spur legislatures to legalize the activity, but so far that hasn’t happened. 

This is mainly because, while many state leaders are comfortable with legal sports betting, they don’t support the idea of having casino gaming so easily accessible. Also, tribes control casino gaming in many states, including some with legal mobile sports betting, and they are very happy with keeping things the way they are. There is a good chance that at the end of 2025 we will still have only seven states with legal online casino gaming, which would be a real bummer for fans of casino gaming in the other 43 states.
