After seeing all three of its neighboring states legalize mobile sports betting, legislative leaders in CT negotiated with the tribes to legalize both mobile sports betting and mobile casino gaming. In a unique twist, only three mobile sportsbooks are licensed to operate in the state. The two tribes each gained a license, but importantly for the state, the Connecticut Lottery also has a mobile betting license.
In another twist, the state lottery has partnered with Fanatics Sportsbook but does not offer mobile casino wagering at this time. The only mobile casino options available in the state are FanDuel Casino (Mohegan Tribe) and DraftKings Casino (Mashantucket Pequot Tribe). We are hopeful that additional mobile casinos will open up in the near future, but for now the two biggest online casinos are available for bettors in CT, which isn’t a bad thing at all.
Rhode Island
The good news is that mobile casino gaming is available in Rhode Island. The bad news is that Bally Casino is the only available option. This is because, like many states, the state lottery has a monopoly on casino gaming, and it decided to exclusively partner with Bally’s and allow it to open two retail locations in the state. Bally Casino is a decent mobile option, but the lack of competition is a bummer for fans of casino gaming in the state.
Delaware
Last but not least, Delaware is the seventh state that offers mobile casino gaming. Delaware was actually the first state to legalize mobile casino gaming when it did so in 2012. The state has three retail casinos that are licensed by the state lottery, so the mobile betting options are limited. All three casinos have a different branded app, but they are each powered by Bally’s so the available slot and table game titles are similar. It’s better than nothing, but anyone wanting a wider variety of games has to head to Pennsylvania or New Jersey.
States Potentially Legalizing Mobile Gaming in 2025
Rhode Island was the most recent state to legalize mobile gaming, coming online in March 2024. Since then no states have given any indication that they plan to open up their virtual borders to mobile casino apps.
The closest we have seen to any movement toward legalization is in Illinois, where a pair of state legislators have introduced legislation to legalize mobile casino gaming. We do expect the topic to be addressed during the 2025 Illinois legislative session, and it’s about a 50/50 chance that the effort will succeed, but other than that it’s been crickets nationwide.
Conclusion
Online casino gaming is thriving in the US…where it is legal. Unfortunately, right now that is only in seven states. This is surprising to many industry observers who were certain that the allure of tax revenue from casino gaming receipts would spur legislatures to legalize the activity, but so far that hasn’t happened.
This is mainly because, while many state leaders are comfortable with legal sports betting, they don’t support the idea of having casino gaming so easily accessible. Also, tribes control casino gaming in many states, including some with legal mobile sports betting, and they are very happy with keeping things the way they are. There is a good chance that at the end of 2025 we will still have only seven states with legal online casino gaming, which would be a real bummer for fans of casino gaming in the other 43 states.
